Curious on the exact reason that only CY7C65213A can handle RS-485.

Is there a hardware difference or just SCB config?

i.e. CY7C65213 should be able to do it as well with an UART TX_EN pin input enabled (CTS)

Hello.

CY7C65213A is an enhancement to CY7C65213 part.

Both the USB-Serial parts have fixed firmware and the configuration from CY7C65213A part cannot be programmed to CY7C65213 part.
