I have a problem about PSoC programmer.
If I connect MiniProg3 with my board and no connect external power.
I can programing success an no problem.
When I connect external power with my board and program.
It's fail and give me error message !
But,I check connection is no problem. How to solve this problem.
I also found a problem. If I use MiniProg3 programming success.(Without external power)
Then I connect power .The MCU looks like no running.(In debug mode is OK)
Why ?

In the screenshot that you have shared, it can be inferred that the MiniProg3 is not detecting the target voltage.
1. Can you please confirm that all the 5 SWD pins are connected to the target?
2. Please let us know the value of external power supplied to the device. Can you try with 3.3 V and see if that works?
3. Can you find a yellow LED (not labelled) turning on in the middle of the MiniProg 3 device?

Have a look at this thread. It may provide some suggestions. A common solution appears to be to downgrade Miniprog3 s/w version.
Miniprog3 won't do reset programming
If you put " miniprog3 external power " into the Cypress search engine, it will list several related threads.
I don't have a Miniprog3, sorry I can't help otherwise.

I have found that 3.3V can work normally.
If power connect 5V needs to add pull high resistor in SWD debug pin.
