It was actually my first time to make a part library thus I'm sure there are mistakes...
I tried to follow this excellent tutorial on Adafruit.

As written in the readme, I followed the dimension of iBeacon reference design rather than that of the data sheet because data sheet doesn't seem to be accurate (too bad!).
I'd appreciate any improvement ideas, corrections and comments.
