Can I use a Cypress VID/PID for a non-commercial USB project that might be published?

I am using a PSoC 5LP Cy8CKIT-059 to implement a USB project that might be published in an Amateur Radio magazine.  It uses HID and UART interfaces via the USB port.  I will be submitting my design to a publication that would allow others to build the project, the entire design will be open source and will be for non-commercial purposes.  I am curious if I can use a Cypress VID/PID for the USB component for the published project or if I am required to obtain my own from USB.org.  I do not have the financial resources to purchase a VID from USB.org, so I am hoping Cypress will let developers use theirs for non-commercial purposes.  Please advise on the correct approach.
