The Bootloader Host tool Visual Studio Project is proprietary.

Whereas, the four API modules used to create the host program are included with PSoC Creator in:

<install folder> \ PSoC Creator \ <PSoC Creator Version> \ PSoC Creator \ cybootloaderutils

You can build a stand alone Bootloader Host Visual Studio project incorporating the API modules and using the guidelines in AN73503- USB HID Bootloader.
