I can see IO-status during power-on-reset on your Datasheet.(Table 11. FX2LP Pin Descriptions[13])

Are these spec same as during power-up (0V to 3.3V) ?

The FX2LP IO pins are HIGH-Z on power up.

The FX2LP IO pins are treated as input pins upon power-up.

The input pins cannot be left floating and should either be pulled up or pulled down.

Pull-up or pull-down resistors should be provided externally.
