www.cypress.com/file/135786/download
and that downloads CY8CKIT04942xxSetupOnlyPackage_revSA.exe
When I tried to open that up by double clicking it I got missing file
windows\system32\advpack.dll (but found it on computer already)
After I downloaded a couple of programs that was suppose to fix the error massage found both programs did not work.
why is it so hard to unpack the the file, I take it all the file is that it is a self unpacking program

Seems like you have a corrupted .dll system file. Please open the command prompt as administrator and type "sfc/scannow". The "sfc /scannow" command will scan all protected system files, and replace corrupted files with a cached copy that is located in a compressed folder at %WinDir%\System32\dllcache.
In your case there would be some violations and it will undergo the replacement process.
Here's a link which lists some ways to get the files repaired, please try them to get it fixed: https://support.microsoft.com/en-us/help/929833/use-the-system-file-checker-tool-to-repair-missing-o...
Once this is fixed, the installation should work successfully.

Make sure your download the USB Serial Software Development Kit first from here: http://www.cypress.com/documentation/development-kitsboards/psoc-4-cy8ckit-049-4xxx-prototyping-kits
After installation, then proceed to download the complete setup (CY8CKIT-049-42xx Kit Setup) from the same page
