      I have a question.

Can I do a copper cut out in BGA Type ?

Well, I have power reinforcement the VDDR's.(I used COPPER.)

About this problem, Do I need a copper cut out?

Thank you for your time and prompt response

Please  send snapshot or pictorial representation of that what  have you done exactly.

My understanding is that you may have used more copper area for better current flow, ultimately which increases conductor cross sectional area. If that is the case you may have to use a via and connect it to different layer than the BGA ball get soldered.
