For development, MiniProg-1 or MiniProg-3 is a good choice.
For mass production, recommend to use some 3rd party programmers:

I think that Miniprog 1 or 3 have never supported this very old chip families 25/26. For older chips you need obsolete ICE-4000 programmer/debugger or third-party programmer Elnec, RPM Systems will be needed. As Ryan wrote it will be better to switch to modern chips.
