If the issue occurs "sometimes" it might be due to a fault with the laptop. You can confirm this by trying that device on other laptops of the same model.

The device works well on the other PC's, I have same configuration on my
laptop (New dell ultrabook). Also we observed this as a generic issues with
laptop having Win10 OS.
If required we can have a short webEx session, will explain the setup.
