I opened a case, will post their response.
Would you like to have a try with below workaround:1) Copy the "drivers" folder under C:\Program Files (x86)\Cypress\Programmer\3.xx\ directory of a Win7 machine which has the PSoC Programmer software being installed (or download the attached "drivers.zip" file, in case you don't have a Win7 machine which has PSoC Programmer installed).2) Put it in your Win8 machine under "C:\Program Files (x86)\Cypress\Programmer\3.xx" directory(unzip the "drivers.zip" file as a folder if you use the attached).3) Run the "driver.bat" file in the "drivers" folder on Win8 machine.4) Now any kit(MiniProg kit included) who used PSoC Programmer should be working with Win8 64bit machine.

I am having the exact same issue but the above steps didn't help me. Very disappointing really.
Can you provide more info about the failure with your Win8 machine?

and seems the workaround is same. I have been received multiple success feedback, so, Would you please give it more try?

Problem with MinIprog3 and Programmer drivers is resolved with Programmer 3.19.1.
If you have Windows 8.1, then same problem may occur in this as well. Solution for this problem is available at link http://www.cypress.com/?app=forum&id=2492&rID=89646. In a tech support case, Cypress support person told me that they are going to fix the problem of drivers with Windows 8.1 in upcoming version of PSoC Programmer.
