I think the best way is to follow the examples provided with your kit (which one are you using?). Just load them up, look at the schematics, the code and their description. Then play with them and modify them a little bit.
A good start are also the videos (http://www.cypress.com/?id=2660), there are some great startup guides there. AFter that, read the PSoC creator documentation and the application notes.

on your skill in C-programming
on your knowledge in electronics
on the complexity of your project
on the equipment you've got
on the PSoC family you use
.....
