My company has a "no windows" policy, so I can't use PSoC Creator. Is there an alternative? The datasheets and TRMs don't describe the routing registers, so I can't roll my own.

There are several open source applications to run win api's on
Linux, you could always try that. Debugging might be an issue
to be concerned with.
I assume there might be MAC based windows hosts as well..
Lastly if you are allowed win outside the company, use an API like
Teamviewer to control Creator on a win machine.

I think only option is to use Windows OS under some virtual machine softwares.

PSoC Creator release notes say that Creator is tested working alright under following OS:
- Mac OS X with Parallels Desktop v6 or v7 running Windows XP 32-bit SP3
- Mac OS X with Parallels Desktop v6 or v7 running Windows 7 64-bit SP1
For linux, Windows running on virtual box or something similar should do the job for you
