Because otherwise current might flow through the PSoC3. Given that the internal paths have a higher resistance, this can lead to voltage drops high enough to create brownouts for some components.
So the rule is: if it is stated that one should connect these pins, one should better do it...
Forgot to add reason behind this I would venture is to keep parasitic semiconductor
devices from turning on due to a differential between digital power domains.
