Is it possible to link in a batch file so that it runs every time the "build" or "clean and build" project commands are executed? I can hack up the Makefiles manually but I'd like to know if there is a PSoC Creator Approved method to do something like this.
My specific use case is to determine the most recent git commit and whether the source has been modified from that state and to place that in a const char[] at build time.

Not from Creator. But you can run the build on the command line (using CyPrjMgr), there you can do that.
