There is no special RTOS for PSoC5, you may use FreeRTOS if you like, but it consumes a lot of the resources. Using RS232 is easy, connect a cable between your board and that's it. Care for the connections and pins, RS232 connectors have never been normed.
You even may use an USBUART module to make a connection via USB that is emulated as an COM-port on the PC-Side.
