I agree that this is confusing as the datasheet states that P25/P1 is tied to the WP pin of the embedded EEPROM.
However, the WICED Smart Hardware Interfaces document seems to imply that P1 is available for the Optional RTS function: WICED™ Smart Hardware Interfaces

Upon doing some research internally on the subject of flow control, it appears that flow control is not available via the PUART on the module. This is why the RTS pin no longer appears as a GPIO option in the datasheet.
