Is it possible to do a +5V ADC conversion with PSoC4. VDDA tied to +5V as well as VDD. When I set Vref to VDDA in the configuration form( I have +5V into this pin ), the form says the max single ended mode range is 3.3V. Since VDDA is set to +5V will my dynamic range be from 0 to +5V with 11 bits of resolution? Thanks!

You have to specify that the PSoC4 is powered with 5.5V. Open the .cydwr file, select the "System"-tab and set VDDA and VDDD to 5.0V.
