In the PSoC Programmer software, please set the voltage to 5V and try programming. Also please make sure to short pins 2 and 4 of jumper J4 as mentioned in the Chapter 9 of the "CY4501 CCG1 Development Kit guide". Please follow the steps exactly as mentioned in the chapter 9.1 of the Development kit guide. Let me know if this is helpful.
