By Library, do you mean a library project? Could you let us know why you want to create a Library project for BLE? Would you like to modify any of the existing BLE APIs? You can directly place the BLE component in Creator and use the APIs associated with it.
Also, for creating library projects, you can refer: "Create a Library Project" section in the component author guide (PSoC Creator -> Help-> Documentation -> Component Author Guide)
