Hi,

Can I disable the BCM20706's BT and only use BLE connection device in standby mode ,and when BLE received the instructions to transmit audio then open the BT connection, and transmit audio?

This is used to save power.

Unfortunately, the CYW20706 has not been released to the broad market yet, so it is not supported here on the IoT Community.

Please work with the local Cypress Sales team/distributor that provided you early access to this device and ask them to line up factory support.

Is there any dual mode BT/BLE product been released? and I'll change the title of question.

Not yet. The 20706 is the best candidate as it's supported in WICED Stidio 4.x, has evaluation boards available internally.  The full package should be released into the broad market sometime in Q2'17.
