Please check devices in "Device Manager" Select "View>Device (Connection)"
If the device is recognized by Windows, you can see a "Cypress FX3 USB StreamerExample Device" in the device tree under a "SuperSpeed USB Hub"

What VID and PID are you using?
Which device driver is associated to the VID and PID pair?
If the VID and PID pair is associated to the CYpress's CYUSB3.sys devices are listed in the device tree.
