FX3 SDK contains the examples in your second link. With CYUSB3KIT-003 you can try most of the examples. CYUSB3KIT-003 is a good start for learning FX3 because it contains JTAG and UART port for debugging. And there are also some examples need an FPGA to work with FX3. If you want to build windows app, FX3 SDK also contains demo program for your reference.
