FX3 Explorer Kit board layout file fails to load

I am having a problem loading the "SuperSpeed Explorer Kit Layout.brd" Layout file. I am using EAGLE software to view this file. The error I get is "line 1, column 1: Start tag expected". I suspect the following:

1) The file is corrupted

2) This file is NOT an EAGLE file; it belongs to some other software

Any suggestions?

Its Allegro file not eagle.
