I am using CYUSB3324 hub. if i disable pin-strapping (not using pin-strapping configuration), only using ''EEPROM'' for configuration, so in this case i don't connect pull up and pull down resistor to GPIOs. i only want to use GPIOs for LED. Now in this particular situation these LED GPIOs are active low or active high?

Hello,
Even if you have the Pin-Strap configuration disabled, the GPIOs used for Pin-strapping and LEDs will be sampled on bootup to determine the polarity. So they should be connected with a Pull-up/Pull-down resistor for LED only connection as well as shown in Figure 16 in the datasheet.
You could also refer to the Pin-Strap and LED connection from the CY4603 or CY4613 DVK.
