It would be very helpful if you could get an answer as soon as possible.
Please tell me about the Source board that supports USB-PD using CYPD3196-24LDXS.
The connection destination is a smartphone or tablet, and the original plan was to connect only to Type C.
However, the specifications have changed and it is now connected to Micro USB.
(In this case, I want to exchange data without supplying power)
●5V line FET SW does not turn on with CC PU and PD alone (VBUS-P-CTRL does not output L)
The timing when the FET turns on is after the CC communication (negotiation) is completed.
Therefore, the FET does not turn on when connecting to the micro USB.
Is my understanding correct?

Not exactly. As soon as you connect the USB cable, a 5V is seen on the Vbus for enumeration if you have made the necessary changes by adding the termination resistors on CC line to convert from type C to legacy micro B connector. Please refer the KBA Termination resistors for Type C to legacy ports to verify if your circuit connection is right.
Please share the block diagram of your circuit connection which is used for converting to legacy port so that we can confirm if the circuit works fine.
