I wrote the topic with wrong attached file that couldn't explain whole of my project.

the problem is same.

   

Do not work PWMs with OP-AMPs

   

This time, I attach 4 pictures that could explain whole of my project.

       

maybe, a problem of the CY8C3866AXI-040.

   

maybe, a problem of my design.

This problem have been solve by me.

   

a bypass capacitor has a problem.

   

I changed the capacitor and this problem solved.
