You have probably mis-spelled the PWM8_1 component. Check the name in the chip-view. You shouls remove before you program your chip all errors and all warnings.

Check the MiniProg settings in Programmer softtware. There were som errors reported due to bad USB cable.

LEDs glow or shine?
LEDs are no indication of a bad cable, they just show that power is connected to MiniProg.
How do you power your kit? You know it may be powered by the MiniProg?

One thought, use Cypress update manager, and make sure
programmer is updated. Might as well update Designer while
you are at it.
You might consider posting a schematic so forum can look at for issues.
Post with IE or Firefox, Chrome has issues.
Regards, Dana.

Post the program archive and I will try programming on my end.
“File” Designer
“Archive Project”
Use Firefox or IE, not chrome to post.
Regards, Dana.

and: When you post your complete project, so that we all can have a look at all of your settings we will be able to help you faster. To do so, use
Designer->File->Archieve Project
and attach the resulting file (do NOT use chrome, that still may not work).

If you have mixed I/O in a port you should use shadow registers.

Also do not see code to bounce key in and out ? Techniques attached.

Using no external power to the board I was able to program and
run the code. I was in power cycle mode and verification on, re.
the settings in the programmer window.
Maybe use a scope to watch the programming pins if the above
still does not work for you.
Regards, Dana.

Note I did not check for PWM output.
Also the schematic for this board shows the ISSP connections.
It shares functionality with 32 Khz pins and reset pin. So if you
altered whats connected to these pins that may affect programming
depending on what you did.
Regards, Dana.

Are you using the inbuilt programmer or you have installed a separate programmer for downloading the program?

The device in your board does not match the device
used in Designer to generate the hex file. Change
selected device in Designer and rebuild program.

The device ID is wrongly recognized as 0x00 as the errormessage shows, the device in your project seems to be correct. This can have several different causes. I would suggest you to create a MyCase" and get help by a Cypress engineer.
At top of this page click on "Support & Community" and then select from the first entry in the leftmost column "Create a MyCase".

A last try: The PSoC CY8C29466-AXI is not soldered to the board and instead is seated in a socket. can you replace this chip with a new one of same type?
JP1 and JP2 are for connecting UART interface to PSoC.
JP3 is for powering the board with 3.3V instead of 5V.
