can you program Development Board CY8CKIT-059 using Modus Toolbox

Can we program PsoC 5 CY8CKIT-059 using Modus tool box under Ubuntu 18.04 Linux.

No, it is not possible. ModusToolBox currently only has support for PSoC 6 devices. There is no plan currently to include PSoC 5 devices in MTB. PSoC 5 can be programmed only with PSoC Creator.
