I have tried to do the first system-level project as "Start page" showed, the result of simulation is right, but when I test in the PCB borad, some problem appear, when voltage lower than 0.75V ,LED is off, lower than 1.5V LED is blinking, higher 1.5V,LED is on, the voltage is half , Why?

Which voltage input driver are you using and what are the thresholds used in changing the LED state? If you are using a 0-5V input, the actual voltage input on the pin of the PSoC should be 2.6V. You will have to use a potential divider at the input to scale down the 5V to 2.6V.
