Problem when use Opamp with PWM

I made a board using CY8C3866AXI-040

   

and i designed PWM like attached file.

   

when i use only PWM it is work perfectly.

   

but when i use a Opamp with the pwm, the pwm isn't work.

   

should i set something?

   

please solve this problem.
