I use PSoC1 of CY8C22645-12PVXE, CY8C21645-12PVXE.

and can confirm obsolete products of CY3250-27XXX-POD, CY3250-48SSOP-FK.

If you know replacement product or 3rd party ICE vendor about PSoC1, Please introduce us.

As quick response, there is no replacement product for CY3250-27XXX-POD, CY3250-48SSOP-FK in Cypress unfortunately.
