The design contains 2 I2C and one SPI, the design gives an error stating:

   

maximum number of SCB exceeding

   

Too many clock allocated for SCB components

Can you please post your complete project, so that we all can have a look at all of your settings. To do so, use
Creator->File->Create Workspace Bundle (minimal)
and attach the resulting file.

one i2c is connected to 4 sensors and memory, another i2c is connected another controller, Spi is connected yet another controller

You will really have to tell us a bit more, which PSoC are you using? Is the voard sel-made ore are you using one of the Cypress development ( prototyping boards? Which one??

   

Still it would be good to post your complete project, so that we all can have a look at all of your settings. Easiest and fastest way to provide you with a solution.

The error message looks as if you might exceed the number of available clock dividers. You can have a look the *.rpt file which shows resource allocation.
