I made a project and build with no error. But if I want to Program, select debug target is empty. How can I do?

May be, the firmware of your KitProg which is included in your board is out of date.
How about trying to use PSoC Programmer (3.28.2 seems to be the current version) to update the firmware?
After starting PSoC Programmer, select "Utility" tab and select "Update Firmware" if PSoC Programmer.
