PSoc4 not detected over miniprog3

Hello

   

i have power psoc4 cy8c4247LQI-483 device with VDDD=VDDR=VDDA=3.3V and connected 1 uf capacitor to ground VCCD, further VREF IS CONNECTED with 1 uf capacitor to ground. i am expecting 1 V on Vref  but its not coming what may be wrong? i not able to connect miniprog with device too.

Are you driving anything from the VCCD?

   

Are all the grounds properly connected?
