Unfortunately there is no prototyping kit with PSoC4200L device with it. You can check out PSoC4200M based prototyping kit CY8CKIT-043 .

Maybe it's just my inexperience and just wondering that if you develop for PSoC 4200L then change chip for prototyping to PSoC 5LP everything should work straight forward?
Also, it would be nice to have those chips in a handy prototyping format.

Not really. The PSoC5LP and PSoC4L came almost 5 years apart, so some hardware has changed. My experience is that P5 and P4 projects are not easily interchangeable.
