Preorder doesn't really make sense for these boards - shipping to Germany is 6 times more expensive than the board 😞 I hope they will be available at some distributors over here soon...
These boards look really nice, and their form factor (and price) allows to build complete projects around them...
Contact your local Cypress sales representative to get boards in small quantities. No meddling with customs, moderate shipping fees. Alternatively use one of the preferred distributors, Cypress will tell you who they are.
Just for the number: Cypress gave away 1000 boards for free at embedded world.
Actually the kit consists of 2 boards that can be separated (broken apart). The smaller board is an USB interface used for programming a bootloadable, a bootloader is initially programmed into the PSoC4 already.
When separated the board must be programmed via the ISSP interface of a miniprog3, so projects without a bootloader can be entered intp the flash.
When later the USB interface and bootloaderr are needed again, the board can be programmed with a bootloader and the broken-off USB interface can be connected back with a few cables to solder.
I like that board!!! Cheap, powerfull, small. What more do you need?

@Bob - I know, and I regret that too. But I have a day job, and it doesn't involve any form of embedded electronics (only programming much more powerful computers to do interesting stuff).
