     I configured QuadDec as an example, but there was a problem with clock

Make sure that the Clock_Quad is connected to the clock pin of the quadrature decoder.

    The QuadDec's phiA and phiB have input frequencies of 700Hz，how do set the QuadDec clock？

You can set a clock frequency greater than twice for best result. A 1.5 kHz clock will work for this condition.
