Answer:
The minimum on/off timers in the hysteretic controller block ensure that the controller block’s output does not change state until a definite time has elapsed. The timer pulse width prevents high frequency switching of the latch output (within the hysteretic controller block) which could result from high frequency switching at the input of the block.
