I have a requirement that says I need to provide the ability to turn disable the radio on our unit. I would like to keep the chip up and running (so HIDOFF is not a solution) when this occurs. Is there a clean way to do this?

If the application turns off all adv, scans and connections, the RF HW block will not transmit/receive anything.

The cleanest way is to not advertise/scan/remain connected. What exactly are you looking for? How long and what should trigger the radio off condition?

I'm looking to disable all RF, via either a char write or a command received from SPI. I am currently disabling adverts and disconnecting. I need to guarantee that the stack won't cause the radio to squawk for any reason when in this mode.
