Short answer: yes:
Not so short answer: it depends.
Long answer: The PSoC has a fully configurable USB component. It comes with predefined versions to behave as file system, HID and CDC USB device. But if you need, it can behave as any USB device you want it to be.
So it all depends on what you want to to with your android device.
