Something Weird In Cy8C29466

        I have been using C29466 for many times.   
This is the first for me.   
   
As usually as, I'm doing LED test for after installing of PSoC.   
Blinking LED the first part of main program.   
Once lit, never again.   
However, When select CPU Clock= SysClk/2   
It began to blinking.   
   
CPU Clock set to SysClk/1 again, It happen again   
. Changing the chip was helpless.   
   
What is happen in C29466?   
How to do I?   
Any suggestions?

        Solved   
Vdd is low voltage, cause of USB Hub connection.   
It was 4.3V   
Highest frequency clock is using more current.   
A simple mistake, It is sorry.
