I will no be using external analog core regulator and digital core regulator of PSoC. i.e I will not be using terminals VCCD, VCCA in CY8C5868AXI-LP035.
So, should I ground them or leave them unconnected?

VCCD and VCCA must each have a 1uF bypass capacitors connected and nothing else, unless you are running VDDD and VDDA at 1.8 volts, then they will be connected in parallel with VDDD and VDDA. These are internal power supplies that run the internal analog and digital hardware.
