I know these are optimized for 25Mhz in and 100Mhz out. But, is it possible to use a 24Mhz in to get 96Mhz out?

Hello Michael,
It is possible to use 24MHz input and get a 96MHz output with the CY24292/CY24293 PCIe Clock Generators. As you probably would be aware, Cypress has not characterised these devices at 24MHz.

Hello Michael,
It is possible to use 24MHz input and get a 96MHz output with the CY24292/CY24293 PCIe Clock Generators. As you probably would be aware, Cypress has not characterised these devices at 24MHz.
