Can you check in the device selector whether all 3 CPUs and all the families are enabled (checked).
If that is not the cause I would suggest you to do a de-install of Creator 3.1 and then a new install with admin rights.

Also, is the PSOC 4 now 4200 in Creator 3.1? If so then how do I open a empty PSOC 4 (4200) project? I only see examples.in the open --new--project- I am really lost here...maybe I should just call tech support? Thank you-

Keep calm, everything is allright.
PSoC4 is a family and 42xx, 41xx and 40xx belong to it, so all your PSoC4s are listed.
When creating a new project just select PSoC 4100 / PSoC 4200 Design and you can start developing.
Do not choose (yet) a BLE design because those are for the BlueTooth development kits you probably do not have got yet.
