yes I am using windows 7 I do not have this issue in wndows XP. I tried Firefox and IE same issues. It is strange as the pages load and you can see them in the start page but you can not click on them and go to the data.

Are you using a proxy? Any of the settings "damaged"? Is there a system restore point you could try?

I fired up the XP computer and ran 3.1 SP2 and it workd great so it is windows 7 that is causing it.  Must be some kind of software issue with windows 7.

No, it is not generally windows 7 related, I am running win7 and all works fine. I suppose someting (malware) changed explorer settings. Thus my hint to a system restore.

I checked the internet settings and no proxy settings.  All other settings look normal.
