When actively executing code, the CPU (and the bus matrix) runs at the max speed (24 MHz).

The onboard ARM is a Cortex-M3 running at 24MHz.  Note that the firmware throttles CPU speed for best performance/power consumption, but the max CPU speed is 24 MHz.

Is there a way to enforce the maximum speed temporarily ?

I don't believe this is possible other than through the application by keeping the part involved in an operation which would utilize the full speed of the CPU.
