I am a beginner.
I want to connect the cy5671 and heart rate sensor.
However, I do not know the way.

   

First of all I do not know the GPIO connection location.
help me.

Well, the ProC BLE is configurable - you can use any GPIO that you want. I recommend looking at the PSoC Creator 101 video series to see what PSoC can do for you...

gnd and do vddr is available even if you do not set?
Is it good by simply connecting the pins as it is?
If so by specifying the pins, or the I and only read the values ...

Look at the datasheet for that part, it explains all the connections that you need to make to get it to work. Anything else you are free to use.
