1. I want to know, is there any program in 20732s when it ship to us from vendor? Or, is its program clear?
2. How much the current consumption before 20732s module shipment? zero or just several uA?

1.
Core firmware + embedded stack + profiles come preloaded in ROM (total 320 KB). However, there is not a default program that ships with the module. In fact, because there is not a valid image loaded into EEPROM on the module, the module boots up in programming mode.
2.
- The table here and the values in the datasheet are based on currents measured between power terminals (Vdd) using a 90% efficient DC-DC converter at 3V (SOC based)
- Essentially if you drop down to 1.62V min battery voltage, current will roughly double

The png picture is clear enough.
So, what state is it if a bcm20732s module is arrival from vendor? TX, RX or Sleep?

None of the above.
There is not a valid image/application preloaded on the module, so it will come up in programming mode, waiting for an image to be loaded.
