I do not see how to remove or install the update manager
it does not exist independently

Hello,
As if now you can install PSoC Creator 4.0, directly install from the Cypress website.
Before that,you can uninstall the previous version of PSoC Creator.

You do not need to de-install Creator 3.3 (and I recommend not to do that)
